Anyone who knows me will know that I am certainly not an apologist for the OHSAA. However, to be fair, they are severely understaffed and overworked. They write the rules and they are charged with enforcing them but, from my lowly position as an officer in my Association, they are barely treading water. My suspicion is that the staff is way overworked and enforcement has to take a back seat to making sure that all the "t"s are crossed and the "i"s are dotted. I feel pretty safe in saying that they do not have an "enforcement arm" to look at situations like this.
Plus there is always the possibility that a case gets into court and they lose because the judge simply does not understand the merit of the argument.
It can be a very fine line they are treading.
