I'm sure a GREAT DEAL of thought, negotiations, and planning went into getting these sites lined up.
My personal opinion about the MINN situation is that the sites listed above could have been in the works for as many as three years. I would be willing to bet that the city of Cleveland did not hesitate to contact the NCAA for a revisit once 2018 ended. We will truly know if it/they got screwed if the next set of cities doesn't include a large venue (like MINN).

I don't know how you could rethink something that never happened - impossible to judge how it would have turned out.
I'd believe those sites were in the works for awhile or they lined certain pockets more than the MN contingent did.
